SUMMARY
This position provides overall expertise and knowledge to ensure Cape Hatteras Electric Cooperative (CHEC) meets its short-term and long-term electric service needs. Oversees engineering services for design, construction, and operation of the Cooperative's electrical system. Ensures electric service is provided to CHEC’s members in a safe, reliable, and affordable manner and in accordance with Rural Utilities Service (RUS) specifications. Develops and implements engineering and operations policies, procedures, and best practices that align with business objectives.
ABOUT CAPE HATTERAS ELECTRIC COOPERATIVE
Cape Hatteras Electric Cooperative is an electric distribution cooperative located on the Outer Banks of North Carolina. The Cooperative’s headquarters is located in the village of Buxton and serves over 8,000 accounts on Hatteras Island, which is in Dare County. Buxton is approximately 115 miles south of the Norfolk/ Virginia Beach area and 240 miles east of Raleigh. Hatteras Island is known for its natural beauty, historic villages, and outdoor recreation, including world-class fishing, surfing, and wind/kitesurfing, all within the protected Cape Hatteras National Seashore. It is famous for its rich maritime history and iconic landmarks like the Cape Hatteras Lighthouse, America’s tallest lighthouse. Hatteras Island offers a quieter, less developed coastal living experience, with miles of unspoiled beaches for relaxing, driving (with permit) and exploring. The island’s main industry is tourism and most of the Cooperative’s accounts are resort rental homes. Dare County provides excellent schools and medical services.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Directs staff, consultants, and contractors responsible for all aspects of electric transmission and distribution planning, design, construction, and maintenance of facilities.
- Developes and oversees capital improvement projects, annual work plans, and budgets.
- Oversees the development and maintenance of the Cooperative’s GIS system.
- Analyzes system performance and reliability and coordinates regular system maintenance.
- Approves materials, equipment, and engineering specifications.
- Directs personnel and equipment and coordinates work activities during system outages and/or abnormalities.
- Ensures compliance of the Cooperative’s Safety Program, promoting safety, compliance, and continuous improvement.
- Presents Engineering and Operations updates to the Board of Directors, as required.
QUALIFICATIONS
- Bachelor’s degree in electrical engineering and a minimum of five years’ experience in the electric utility industry is required.
- Knowledge of electric utility design and operations is essential, with cooperative experience desirable.
- Progressively responsible experience in electrical utility line work is preferred.
- Previous supervisory experience is required.
- Excellent communications, teamwork and organizational skills are required.
- Registration as a Professional Engineer (P.E.) in the state of North Carolina is preferred.
- Loss Control and Safety Training Certification by the National Safety Council, National Utilities Training, and Safety Education Association or American Society of Safety Engineers is beneficial.
- Must maintain a valid North Carolina driver’s license.
- Must be able to work after normal business hours as needed.
