Our Foundation
Cape Hatteras Electric Cooperative members have the opportunity to participate in a noble program that provides funding for people in need on Hatteras Island. The program is Operation Round-up through the Cape Hatteras Electric Foundation (CHEF).
CHEF is administered by a five-member board of directors made up of one representative from each of the Island's villages: Rodanthe, Waves and Salvo; Avon; Buxton; Frisco; Hatteras. The board is appointed by the CHEC board of directors for three-year terms.
Operation Round-Up
The Foundation funds are donated by CHEC members who allow their monthly electric bills to be rounded up to the next highest dollar. The rounded up amount ranges from 1 cent to 99cents, and averages about 50 cents a month, or $6 a year. The few extra cents collected from each member is placed in a special Foundation account from which disbursements are made. Together, Operation Round-up participants raise about $3,500 each month or approximately $42,000 a year.
By working together, CHEC members can help those in financial crisis who are struggling right here on Hatteras Island.
Disbursement of Funds
Guidelines for disbursing these funds are based on individual and families who are suffering unusual or unexpected problems and are in grave need of financial assistance. Grants may be used to pay for shelter, food, health care, emergencies and other humane needs.
Non-profit organizations, located on Hatteras Island, providing assistance for these same needs may also be funded.
Grant limits are $500 per individual or $2,500 per family or non-profit organization per year. Grants to non-profit organizations cannot be used for operating expense or salaries, or for political purposes.

Contributions to CHEF are tax deductible, and a summary of your contributions for the year are shown on your January electric bill. A yearly report of how Operation Round-up funds are disbursed is printed in the Carolina Country magazine.
All funds are given to people in dire need and to non-profit organizations who help people in need. All operating expenses of the Foundation are paid for by CHEC. Members are automatically included in Operation Round-up for the Foundation, with the choice to opt-out of contributing to the program.
